Who are the VOA? 

The Valuation Office Agency (VOA) is an executive agency of the Inland Revenue (IR) with 80 offices spread throughout England, Wales and Scotland employing around 4000 people.

Their main functions are to :

  1. compile and maintain the business rating and council tax valuation lists for England and Wales;

  2. value property in England, Wales and Scotland for the purposes of taxes administered by the Inland Revenue;

  3. provide statutory and non-statutory property valuation services in England, Wales and Scotland;

  4. and give policy advice to Ministers on property valuation matters

VOA structure  

The VOA operates under a framework document agreed with Treasury Ministers and is reviewed every five years.

The Chairman of the Board of Inland Revenue appoints a Chief Executive to manage the VOA who is supported by a Management Board consisting of VOA senior managers and two non-executive directors.

During 2000, an Advisory Board, chaired by the Chairman of the Board of Inland Revenue, was also set up to support the VOA. The new board comprises senior representatives from the client departments and the VOA's non-executive directors.

The Agency is self-funding, recovering the cost of the work undertaken
