Residents of Hostels

Any person who is a resident of a hostel which is used for:

  1. providing residential accommodation as a hostel or night shelter: and

  2. not in separate and self contained premises: and

  3. provided for persons who have no fixed abode or no settled way of life; and

  4. provided under a license to occupy which is not a tenancy
